Thirdly, we need to set modern shipping and port logistics services as focused direction of future port development.
Modern shipping services and port logistics services are also important components of the soft power of port. Port services for the development of economic society and foreign trade. The status of a port depends largely on the scope of regional economy and customers it can provide services for as well as the number of service to level of service it can provide. Therefore, cargo handling is only one type of the service and measured throughput is not the only indicator of port's contribution. In the maritime services sector, Shanghai will strive to go to the high-end and focus on the development of shipping finance, insurance, maritime law and arbitration, ship trading and shipping transactions, maritime culture and maritime education, maritime research and information advisory, etc. to promote the building of shipping concentrated area. In the context of port logistics, Shanghai should introduce large specialized logistics enterprises at home and abroad, creatively open up logistics services, form logistics service brands with their own characteristics and then develop to be international logistics trade center and virtual logistics hub for a particular brand.
Fourthly, we have to treat port environmental protection, safety and energy-saving as an important guarantee of future port development.
Port environmental protection, safety and energy conservation should be an eternal theme of port management. Whether the government, enterprises or social organizations, they all have the responsibility and obligation to promote the port's environmental protection, safety and energy conservation. We should establish and improve the port environmental protection management system and environmental monitoring systems, and compile and release port environmental quality reports; we should improve the emergency system of port environment and security incidents; vigorously promoting the use of clean energy, control dust pollution and pollutant emission of port enterprises, strengthen supervision and management on solid waste disposal and implement the concept of ecological port. Also, we should strengthen safe port construction, work hard to build the secure work pattern of "government management supervision according to law, enterprises full accountability, people-involved supervision and community's wide support".
Fifthly, we have to set port scientific and technological innovation as an important driving force for the future development of port.
Technological innovation is the fundamental way to promote the modernization construction and provides a guarantee for port's sustainable development. We should build our own innovative port development system and establish an enterprise-based multi-level scientific input mechanism while forming incentive mechanism for the development of our own intellectual property rights and promotion mechanism of accelerating transform of scientific research results. Focus on research of key technologies modern port building, waterway construction, building of sea transport system, large efficient port handling equipment and automatic control technology and port security technology and environmental protection technology; Perfect container intelligent production system and container RFID technology in order to strive to push the modernization of Port of Shanghai to be in the front-end the world ports.
Ladies and gentlemen:
Compared to the hardware infrastructure construction and scale increase of port throughput, the restructuring of port development that we will vigorously promote will be a more arduous task. In this context, we will strengthen exchange and cooperation with ports all over the world, strive to learn from advanced ports and constantly improve our work, so our goal will definitely be achieved.
