Shenzhen Port is Dedicated to Build a 'Green Port'

According to the environmental evaluation outline brought forward by the Planning Academe of the Ministry of Communications, the evaluation will base on the capacity of resource and environment in Shenzhen Municipality, aim at reducing the pressure of regional ecological environment, macro-analyze and forecast the possible environmental influence caused by the General Plan of Shenzhen Port, and its spatiotemporal distribution features, then reason the environmental rationality of the general plan in the aspects of scale, function, allocation, use of the coastline and so on.

Secondly, the government encourages and subsidies the port and shipping companies to start the environmentally friendly transport. To reinforce the development of Shenzhen Port and the related industries, the government has issued a document named ‘Some Ideas on Further Promoting the Development of Shenzhen Port', and composed ‘the Tentative Method to Manage the Financial Fund for the Port and Shipping Industry in Shenzhen' to state the definitude of the encouragement and fund to the development of river-sea and sea-railway multi modal transportation, which is low resource expenditure and cost little environmental pollution. In this document, it clarifies the subsidy to the runners of new container international line in Shenzhen Port, inland branch line and public barge lines, the runners who arrange the trans-shipment of the containers from inland river and coastal water-age to Shenzhen Port, and the real runners of sea-railway multi modal railway transportation. Through these policies and measures, the government could use our limited financial resource to promote the balance development of the port and shipping industry, and encourage the companies to start environmentally friendly transport as well, so as to reinforce the overall competitive ability of Shenzhen Port.

Thirdly, promote the sea-railway and river-sea multi modal transport. The characteristics of railway transport are large-scale, safe, environmentally friendly, and no influentially by the petrol. Therefore, Shenzhen Port is promoting the development of container sea-railway multi modal transportation, and extending to eastern and western port area through Pingyan and Pingnan railway. Up till now, we have started the container railways from Chengdu, Nanchang and Changsha to Shenzhen, and we are trying to start the container railway from Kungming to Shenzhen within this year. In Yantian Port area, container freight railway from Dalang, Guangzhou, and Ganzhou to Yantian have started in April 2007. And Yantian's own evacuation railway, Pingyan Railway, has been fully used. Connected to Jingjiu and Jingguang Railway, Yantian is able to provide the factory-to-port service to the foreign trade companies along the railway. And for the western port area, besides container distribution, the Pingnan Railway can also transport the imported iron ore to the ironworks in Guangdong, Jiangxi and Hunan.

In river-sea multi modal transport, Shenzhen Port has started 21 South China Public Barge Lines in 16 ports of South China, Pearl River Delta and other in-shore regions, covering Guangdong, Hainan, Guangxi and other provinces. In order to promote the South China Public Barge Lines among clients, the terminal companies in western port area of Shenzhen are developing the water age barge service actively. Through all kinds of promotions, the shipping companies, shippers and the trade companies will learn more about the advantages of the South China Public Barge Lines, like the convenience, efficiency, low-cost, etc. And as a result, the transport volume of these lines is increasing in the recent years.

Fourthly, keep on promoting energy saving and pollutant-discharging reducing, and maintain the sustainable path. As Shenzhen Port is developing rapidly, we also pay much attention to energy-saving and pollutant-discharging reducing. We use a great deal of new technology and methods to preserve the regional ecological environment, and we combine the port development, energy using and environment preserving together, to practice the scientific planning and rational utilizing of the port resources by following the sustainable developing way of being a green port with low-cost of energy, little pollution to the environment, excellent way of increasing and strong scale effect.

On June 12th of this year, Yantian International Container Terminal and the Long Beach Port of the USA signed the Memoir on the Proposing Agreement of Environmental Protection in Shenzhen, which is an important move for Shenzhen Port in port environmental protection with the reference of international experience. The Port of Long Beach is an excellent example in global conventional port construction. There are many international ports visiting the Port of Long Beach for their experience, but Yantian International Container Terminal is the first to sigh the memoir of environmental protection cooperation with them. Currently, this port is undertaking environmentally friendly measures in management and technique. In management, the environmental protecting committee is set up within the company, and they compose the detailed environmental protection plan to popularize the theory of environmental protection among every one of their staff. In technique, they improve their equipments and technique. For example, shore crane will turn off its power automatically if it doesn't have to work for over 15 minutes to save electricity. In order to save oil, the waveform rectifier is used to improve the gantry crane, and electricity is taking the place of oil to provide power to gantry crane step by step, so as to reduce the pollution of exhaust gas and noises brought along by the diesel engines, and save the operating cost. And the solar-powered technology is used in many ways; the solar-powered road lamps, water heaters, etc. are installed to save electricity. Besides, in order to make sure the port area to be non-diesel-oil in the future, ships are obliged to decelerate while entering the port area, and turn off the engine when they are in dock, and use the power supply from the dock only.
