4th President's Meeting of Port & Harbor Associations in Northeast Asia

Since establishment in 80's last century, under the leadership of responsible department of Ministry of Communications of China and active assistance and involvement from its members, China Ports & Harbours Association has undertaken a number of stewardships dedicated to port construction and development in such fields as industrial management, port client service and self-development that has positively contributed to sustainable, swift and healthy development of port industry in China. All those stewardships have got appreciation and praises by relevant governmental agencies and broad members.

1.Active role-play of bridge and interface as intermediary organization
Currently we have so far enrolled over 400 members that are mostly from port enterprises and other port related management agencies, high-learning institutes, scientific research institutions and other economic bodies. The participation of China Ports & Harbours Association is completely voluntary regardless ownership system, region and property scale. In addition, China Ports & Harbours Association has accepted more than 13000 individual members with wide coverage of ports and harbours from coastal area, valleys of Yangtze River, Pearl River and Heilongjiang River. China Ports & Harbours Association has also setup closer business relations with provincial, regional and central governmental-controlled municipality port associations of Shandong, Jiangsu, Zhejiang, Fujian, Guangdong, and cities of Tianjin, Shanghai and Chongqing etc.

Main engagements undertaken by our Association are: Implementation of policies, guidelines and regulations regarding association stewardship that are enacted by state and governmental competent bodies with fundamental roles of industrial services, trade representative and coordination and self-regulation. Focusing on core business of trade development, China Ports & Harbours Association functions as adviser and assistant for state competent departments to engage management of port industry; As a role-player to bridge state competent departments with members; Our priority also includes association self-regulation, in-trade coordination, fair-competitiveness protection and maintenance of legitimate rights and benefits of our members.
Few years ago port management system in China experienced a significant reform that is generally completed right now. Main coast and Yangtze River ports and harbours have already been decentralized to local governments for management, plus separation of enterprise from administration. Governments have released control over port enterprises that will speed up the process of market orientation, and underscore statures and role of trade association. As an intermediate trade organization, China Ports & Harbours Association encourages port enterprises (being as independent entity) to actively participate in competition in marketplace, assistants governmental agencies in trade management, closely involves in constituting various port planning and drafting law of port etc. The Association also gives comments and suggestions on behalf of own trade. Therefore our Association has always tried to keep coordination and contacts with port enterprises by frequently routine investigation and listening to complaints and appeals from port enterprises; In the meantime, our Association has always reflected to responsible departments of difficulties and problems that exist in port industry, and of members' wills and appealing.
